September - October 2010 Hong Kong as China's Global Financial Center The Financial Services and the Treasury Bureau (FSTB), supported by Invest Hong Kong (InvestHK), Hong Kong Monetary Authority (HKMA) and Securities and Futures Commission (SFC) is hosting a series of conferences in leading global financial centers to promote Hong Kong as China's global financial center. The first conference, held in London on November 16, will be followed by another in New York in early March next year. Survey Confirms Hong Kong as Asia's Preferred Business Hub The number of overseas and Mainland Chinese companies running business operations in Hong Kong has increased 2.6 percent to a total of 6,561 companies, according to an annual survey released by Invest Hong Kong and the Census and Statistics Department (C&SD). Hong Kong Remains World's Freest Economy: Cato Institute Releases 14th Report on Global Economic Freedom Hong Kong remains the world’s freest economy according to the findings of the "Economic Freedom of the World: 2010 Annual Report" released by the Cato Institute. This marks the 14th consecutive year Hong Kong has topped the ranking. Chief Executive Delivers 2010-11 Policy Address Delivering his 2010-11 Policy Address to the Legislative Council, Chief Executive Donald Tsang laid out strategies to stabilize the property market, support low income families, improve the environment and strengthen financial cooperation with the Mainland of China. Methods for Selecting Chief Executive and Forming LegCo in 2010 On October 30, the Hong Kong government outlined to the Legislative Council (LegCo) Panel on Constitutional Affairs the proposed arrangements regarding the methods for selecting the Chief Executive (CE) and for forming the LegCo in 2012. Financial Secretary Visits Washington to Attend IMF/World Bank Meetings In October, the Financial Secretary, John C. Tsang, attended the annual meetings of the International Monetary Fund (IMF) and World Bank Group as a member of the Chinese delegation in Washington, D.C. Hong Kong Tourism Board Stages Second Wine & Dine Festival In October, the Hong Kong Tourism Board (HKTB) staged the second Hong Kong Wine and Dine Festival at the West Kowloon Waterfront Promenade. Hong Kong Wraps Up Successful Expo 2010 Shanghai China On October 31, the curtain came down on Expo 2010 Shanghai China (Shanghai Expo) and with it the end of Hong Kong's biggest, longest and most varied external publicity and promotional campaign for a single event. Public Consultation on Climate Change Strategy and Action Agenda In September, the Hong Kong government launched a three-month public consultation on Hong Kong's climate change strategy and action agenda. Invest Hong Kong Wins UNCTAD "Green FDI" Award Invest Hong Kong (InvestHK), together with the Shenzhen Municipal government, is one of three first prize winners in the Investment Promotion Awards 2010 announced by the United Nations Conference on Trade and Development (UNCTAD). Hong Kong Hosts C40 Workshop On November 5, mayors and representatives from over 30 C40 cities, overseas experts, representatives from the trades, government officials and non-governmental organizations (NGOs) took part in the C40 Hong Kong Workshop to share their strategies and experience in combating climate change, focusing on green transport and a low carbon built environment. Issuance of Renminbi Bonds by International Financial Institutions The Chief Executive of the Hong Kong Monetary Authority (HKMA), Norman Chan, welcomed the announcements by the Asian Development Bank (ADB) and the International Finance Corporation (IFC) of the World Bank Group on their issuance of renminbi bonds in Hong Kong. INTERPOL Information Security Conference: HK-INTERPOL Cooperation In September, the first INTERPOL Information Security Conference, co-hosted by the world police body and Hong Kong Police, opened with the aim of providing law enforcement representatives, industry leaders and academic experts worldwide a platform to collectively address the issue of information security. Cooperation Arrangement on Legal Services Signed Between Hong Kong and Mainland of China On October 25, Hong Kong Secretary for Justice, Wong Yan Lung, SC, and the Vice Chairman of the China Council for the Promotion of International Trade (CCPIT), Dong Songgen, signed the Cooperation Arrangement on Legal Services for Commercial Matters and Arbitration. The arrangement aims to foster exchanges and cooperation between Hong Kong and the Mainland of China. Opening Ceremony of Savannah College of Art and Design Hong Kong On October 21, the Chief Executive Donald Tsang attended the opening ceremony of the Savannah College of Art and Design (SCAD) in Hong Kong.
